A North Carolina man who used his ice cream truck to lure children for sexual purposes turned himself in to authorities late Friday.

Isam Fathee Mohamed Rahmah, 51, of Durham, is now sitting in the Durham County Jail under a $1 million bond. He’s been charged with first-degree kidnapping and indecent liberties with a child, according to Durham police.

Targeting low income neighborhoods

A local mother said she believed Rahmah specifically targeted low-income neighborhoods when he was prowling for his victims. She told Durham ABC affiliate WTVD 11 Eyewitness News Wednesday that her 9-year-old son mustered up the courage to tell her what happened to him on Oct. 22.

“The guy in the ice cream truck told him he could get in the van and help him give out ice cream to the kids in the neighborhood,” the woman, whose identity is being withheld to protect her son, told the station. “He unlocked the door and invited my son on. When he got on, he locked the doors back and told him to go stand in the corner, grabbed him by the shoulders.”

She said that’s when her son said the man touched him inappropriately. He told the man to stop and said the man gave him a free ice cream and let him go.

Nor an isolated incident

The attack on the 9-year-old wasn’t the only one reported to law enforcement.

There was at least one other incident that occurred three days later in another neighborhood.

The station reported:

[Durham police] said he used a red ice-cream truck to lure not one, but two boys inside to sexually assault them.

Police are now calling on anyone having information on other possible assaults or victims to come forward. Those with such information are asked to call Investigator D. Mussatti at (919) 560-4440 or CrimeStoppers at (919) 683-1200.

Predator confronted

The alleged predator eventually returned to the neighborhood of his first assault, possibly in search of another victim. That’s when the mother of the nine-year-old confronted him — along with her husband and her brother.

“His initial response was ‘no I didn’t do anything, I didn’t do anything,'” the mother recalled. “Then it went from ‘I didn’t do anything’ to ‘I don’t know what you’re talking about.'”

Fox News reported:

The truck, a red Ford van, had pictures of Popsicles on the side and back and would frequently be seen in the neighborhood.

Another neighbor told the television station he bought ice cream from Rahmah before, and believes the 51-year-old might live in the truck.

The van may once have been his residence, but his letters can now be forwarded to the Durham County Jail.
